Kletocrac[it]y

Kletocracy: A term applied to a government that takes advantage of governmental corruption to extend personal wealth and political power of government officials and the ruling class.

Capital defined as a store of value, loses its ability as storage due to corruption and distorts the system by thickening of surface. Its thickening would be further evaluated and chunks of mis-proportioned elements of the surface would disintegrate, causing further disruption of the surface's homogeneity.
